1. Introduction Agriculture contributes 30-40% of GDP in ECOWAS and is an important provider of foreign exchange. However, since independence in the 1960’s the sector has failed to realise its potential of playing a key role in alleviating poverty and enhancing food security in the region. Productivity remains low and the per capita growth rate has risen only slowly. Low productivity has been attributed to a number of reasons, including a lack of investment and poorly functioning markets often reflecting inappropriate government intervention. Due to its strong forward and backwards linkages agricultural growth has scope to significantly reduce poverty in West Africa. Demand in West African regional food markets is likely to grow as a result of population growth, urbanisation and income gains. In response to these pressures, DFIDs Africa Regional Department are seeking to implement a West African Regional Food Markets Programme. The objective of this consultancy is to assist Africa Regional Department with the design of a programme to improve the functioning of food markets at a regional level in West Africa. A background scoping visit was undertaken by 2 DFID officials to Abuja on 26th-29th July 2011; see annex A for a write up of this visit. It is envisaged that the project will run from 2012-2015 and will have a budget of approx £10m. The scoping visit highlighted 2 principal options and sub options for the implementation of the project. The consultants should consider the scope for each of them to facilitate key improvements in food markets in ECOWAS. With a funding envelope of £10m, this programme does not have the level of funding required to make a significant difference to the state of infrastructure in West Africa. The consultants work will feed as inputs into a strategic business case that sets out the rationale for the DFID intervention. The consultants appointed are expected to work in close collaboration with West African stakeholders and donor agencies.

The aim of the NIAF 2 programme is to facilitate and accelerate these processes of change by improving access to technical assistance (TA) responsive to the particular issues encountered by the public and private sectors in infrastructure. The Service provider will need to demonstrate flexibility and speed of action, recognising that windows for useful provision of advice are often sharply limited by the electoral cycle or the exigencies of negotiations among affected parties. The Impact of the NIAF 2 programme is - ”Reduced infrastructure constraints to growth in non-oil gross domestic product and employment, and reduced poverty, due to the relaxation of binding infrastructure constraints”. The Outcome is “Enhanced management of infrastructure development at the federal level and in selected states”.

Objective The objective of the consultancy is to undertake research and analysis to help the design of a programme to ensure that at least 60,000 girls most at risk of dropping out of school at JHS and SHS levels complete their cycle of schooling. It should address the financial, school and community barriers that we know prevent girls from completing their education. It should also assess the merits of a longer-term approach that includes a second phase to 2020. The Team will produce analytical and written outputs to inform the Business Case and logical framework for the Programme. The contractor and consultants will be eligible to bid for the implementation of the Programme.

SUMMARY 1. These Terms of Reference are for technical expertise in budgeting and public financial management reform to support the Government of Pakistan to implement its Medium Term Budgetary Framework (MTBF) reforms and build the capacity of the Budget Wing in the Ministry of Finance (MoF). 2. The Government’s MTBF reforms have made significant progress in recent years. A comprehensive MTBF system has been designed, tested and put into practice. However, while Budget Wing has taken over the administration of the MTBF it lacks technical skills to operate the new system. The skills in macroeconomics, fiscal analysis and output-based budgeting necessary to operate the MTBF are currently provided by a DFID-funded consultancy team based in Budget Wing. Technical capacity-building in the various instruments of the MTBF and full handover by the consultants has not yet taken place due to lack of appropriate appointments within MoF. 3. The Ministry of Finance will make appropriate appointments to Budget Wing in 2011 to enable it to build the technical capacity to operate the MTBF system of budgeting. For this reason, DFID is seeking to engage a consultancy team for a period of 12 months to support continued capacity-building in Budget Wing and enable transfer of technical capacity to the MoF.

Pakistan is a top priority for the UK government. Pakistan is off track to meet education MDGs. There is substantial political and public interest in DFID’s support to improve Pakistan’s poor record in delivering education outcomes. DFID has allocated £645.5 million for support to Education Sector in Pakistan. Most of this funding will support provincial education sector plans through sector budget support. Out of this allocation, DFID proposes to support various initiatives like Pakistan Education Task Force, Support to second phase of National Education Assessment System, federal programme on education sector accountability through citizen organisations and innovations in the Education sector.

DFID is implementing a Post-Conflict Development Programme (PCDP) in northern Uganda over 2009-14, which includes provision to increase access to healthcare for the most vulnerable. This will be achieved through improving the supply of essential medicines to public and private facilities, and by reducing or eliminating fees at private not-for-profit facilities through a results-based financing approach. A service provider is required to manage this component of the PCDP on behalf of DFID Uganda.
