Description
1. Introduction Agriculture contributes 30-40% of GDP in ECOWAS and is an important provider of foreign exchange. However, since independence in the 1960’s the sector has failed to realise its potential of playing a key role in alleviating poverty and enhancing food security in the region. Productivity remains low and the per capita growth rate has risen only slowly. Low productivity has been attributed to a number of reasons, including a lack of investment and poorly functioning markets often reflecting inappropriate government intervention. Due to its strong forward and backwards linkages agricultural growth has scope to significantly reduce poverty in West Africa. Demand in West African regional food markets is likely to grow as a result of population growth, urbanisation and income gains. In response to these pressures, DFIDs Africa Regional Department are seeking to implement a West African Regional Food Markets Programme. The objective of this consultancy is to assist Africa Regional Department with the design of a programme to improve the functioning of food markets at a regional level in West Africa. A background scoping visit was undertaken by 2 DFID officials to Abuja on 26th-29th July 2011; see annex A for a write up of this visit. It is envisaged that the project will run from 2012-2015 and will have a budget of approx £10m. The scoping visit highlighted 2 principal options and sub options for the implementation of the project. The consultants should consider the scope for each of them to facilitate key improvements in food markets in ECOWAS. With a funding envelope of £10m, this programme does not have the level of funding required to make a significant difference to the state of infrastructure in West Africa. The consultants work will feed as inputs into a strategic business case that sets out the rationale for the DFID intervention. The consultants appointed are expected to work in close collaboration with West African stakeholders and donor agencies.

SUMMARY 1. These Terms of Reference are for technical expertise in budgeting and public financial management reform to support the Government of Pakistan to implement its Medium Term Budgetary Framework (MTBF) reforms and build the capacity of the Budget Wing in the Ministry of Finance (MoF). 2. The Government’s MTBF reforms have made significant progress in recent years. A comprehensive MTBF system has been designed, tested and put into practice. However, while Budget Wing has taken over the administration of the MTBF it lacks technical skills to operate the new system. The skills in macroeconomics, fiscal analysis and output-based budgeting necessary to operate the MTBF are currently provided by a DFID-funded consultancy team based in Budget Wing. Technical capacity-building in the various instruments of the MTBF and full handover by the consultants has not yet taken place due to lack of appropriate appointments within MoF. 3. The Ministry of Finance will make appropriate appointments to Budget Wing in 2011 to enable it to build the technical capacity to operate the MTBF system of budgeting. For this reason, DFID is seeking to engage a consultancy team for a period of 12 months to support continued capacity-building in Budget Wing and enable transfer of technical capacity to the MoF.
