The basic requirement in this ITSOP is for high speed international point-to-point connectivity to provide CAREN connectivity for Central Asia to connect the NRENs in these countries to each other to Europe (GEANT) or Asia (TEIN).  Subject to the offers received and the capacities required by CAREN partners it is foreseen that initial capacities for intra - central Asia links are likely to be in the range 155Mbps to 622Mbps, and  Asia-Europe links are likely to be in the range 155Mbps to 2500Mbps. The regional CAREN network is planned to be connected to Europe (GEANT) in Frankfurt and/or the TEIN network in Hong Kong. Any new CAREN PoP may be located, by agreement, at the premises of CAREN partners (addresses provided in ANNEX 1) or at other neutral locations such as carrier hotels, proposed by Tenderers. Where PoPs are not at the premises of CAREN partners then Tenderers also need to take responsibility for arranging appropriate extensions to the CAREN partner’s address. It is the responsibility of CAREN connectivity providers to arrange and manage local access services to achieve the end to end services to the addresses listed in ANNEX 1 for which they are offering service. This includes the need to satisfy themselves that any access providers they use have the necessary licenses and approvals.

One of GEANT Limited’s contracts with the European Commission is for the EUMEDCONNECT3 project to provide network connectivity to support research and education communities in North African and the Eastern Mediterranean areas.  This tender is part of the EUMEDCONNECT3 project to upgrade the international connectivity connecting the Algerian Research Network ("ARN"), and managed by CERIST, to GEANT and is currently at a capacity of 622Mbps.  As part of the EUMEDCONNECT3 project GEANT Limited is partnered by the Arab States Research and Education Network (ASREN) which is a non-profit organisation supporting the development of R&E networking within the Arab region.  ASREN has established a hub in London which is being supported by GEANT Limited. Other GEANT connection points are also given and will be considered if they offer significant cost advantages. This procurement seeks to award a contract for upgrading the capacity connecting ARN to Europe, through the EUMEDCONNECT programme to 2GBps or higher as set out in the Lots (See Section 3.1.5.  It is being conducted under the 2015 Regulations in the form of an Open Procedure. Contracts that may be awarded from this procurement will run for a maximum term of 3 years and will allow for incremental increases in capacity over time

The EUMEDCONNECT project is currently in its third phase and connects research and education communities in North Africa and the Middle East to each other and also, by its links to GEANT, with Europe.  GEANT Ltd wish to establish the status of the market for providing an STM16 SDH service between London (Telecity, 6/7 Harbour Exchange, England) and Alger (CERIST Networks Division, Rue des Trois Freres Aissiou, Ben-Aknoun, Algeria). In order to do this Providers are invited to provide a short description of their experience in delivering such services and their capabilities (evidenced with customer references)..Further, Providers of such a service are asked to provide a summary page of the system/route they would propose - highlighting any elements of protection, it's performance characteristics (described as availability) and pricing. Please identify any subcontractors involved and what has been agreed with them for the delivery of their part of the overall solution. A one year term should be considered with prices stated in Euros, split between non-recurring costs and recurring costs - Providers may assume recurring costs are to be paid quarterly in advance. Providers should upload a word document (or PDF) response via this portal.

It is intended that this procurement will result in the award of a contract for the packaging, deployment, monitoring and tier 1 & 2 support for myriad Linux VMs around the GÉANT network.   The extant contract for these services ends in Qtr 4 2014/15 and needs to be replaced.    There are approximately 250 Linux VMs at the present time with growth forecast at approximately 10 per month (including the optimisation of extant GÉANT services) during the life of any contract.   Services performed by the VMs typically include network monitoring and management tools (approximately 70% of all VMs) and a range of specific VMs for users across the GÉANT community to run their tools on in respect of specific end user facing services or test beds.  Each VM deployment will have a number of instances associated with it including development, testing and production.

As part of its operational responsibilities in respect of the GÉANT network, GEANT Limited regularly deploys transmission and IP routing equipment in commercial and private co-location and housing facilities throughout Europe. This procurement is to set in place a series of non-committed Framework Agreements with one, or more Provider(s) of IP and Optical Transmission equipment deployment and implementation services, the scope and content of which will establish the terms and conditions governing future call off contracts for the deployment of said equipment.
