The States of Guernsey, through Guernsey Water, is seeking contractors for the works involved in the rehabilitation and improvements to raw and water network using sprayed Structural Relining Techniques.  They expect to commence a tender process by June 2015.  The work will be contracted using NEC3, encompassing Engineering and Construction Contract, Option A: Priced Contract with activity schedule. The initial work will be used as a trial with future contracts being dependent on the success of the initial trial.  The activities involved can generally be summarised as: ·         Structural reline 200m of 8” UPVC Raw Water Main to withstand 6 bar pressure. ·         Structural reline 100m of 8” UPVC Raw Water Main to withstand 5 bar pressure. ·         Structural reline 2000m of 8” UPVC Raw Water Main to withstand 2 bar pressure. ·         Associated Access Holes to complete the works. ·         Pipework and Fittings for piece ups will be Free Issued These works are mostly in off road locations but some road closures could be needed. Future contracts will be tendered through the Portal depending on the success of the initial trial.

The Education Department’s responsibility is to develop best value policies for education and lifelong learning which promote equality of educational opportunity and which are directed to ensure the best quality of education is obtained for the individual and the community as a whole, enabling all pupils to develop and equip themselves with the skills, knowledge and personal qualities needed for life and work. This project is part of the final phase of the States of Guernsey “Education Development Plan Programme 1” for the renewal of all of the Island’s Secondary High Schools, post-16 and Special Education facilities. The brief is to build a replacement co-educational Secondary High School for approximately 600 pupils aged from 11 to 16 years and a collocated 2-form entry 420 pupil co-educational Primary School with designated units for pre-school, autistic spectrum and community use.  The buildings will require up to 11,670m2 of new construction. The site is located in the Castel parish in the Island of Guernsey, on a coastal site which currently accommodates the High School and Primary School buildings which are to be replaced.  The present school buildings are intended to remain operational during the construction of the new facilities.  New indoor facilities to provide competition level sports with spectator access are also to be provided along with community facilities as part of the sports building.

In February 2012, the States approved the ‘Revised Waste Strategy’, which was formulated with the internationally accepted Waste Hierarchy at its core, focusing on minimisation and recycling of waste  leaving only a remaining ‘residual’ fraction to be dealt with.  Having considered a number of options for the management of the remaining residual fraction of waste the recommended option approved by the States was for export for recovery, following processing to reclassify residual waste as Refuse Derived Fuel (RDF). The procurement comprises a Service Contract for the transport and treatment of RDF processed from residual waste from household and commercial sources to an off-island energy from waste facility. This PQQ represents the first stage of the formal tender process for the Service Contract. The objective of this PQQ is to arrive at a short-list of businesses capable of delivering a Transport and Treatment Contract. Companies included on this short-list will be invited to submit Tenders for the contract as the next stage of the procurement process.

The main theatres department at the Princess Elizabeth Hospital is made up for four theatres of which three are used for general surgery and one is used for orthopaedic surgery utilising a laminar flow system.  The current system has been in service for approximately 10 years and as such is reaching the end of it serviceable life. Therefore the scope of this project is for the supply and installation of operating lights for use in the four operating theatres in HSSD main theatres department. These lights should utilise the latest operating light technology and comply with the latest standards for operating lighting. These light systems should also benefit from sufficient back up power supply to enable the surgeon to make safe the operating site.

The States of Guernsey has need to undertake a connectivity review within Guernsey, Alderney and Sark in order to define the future requirements for citizens, business and Government. The results of this review will enable the States of Guernsey to develop a route map to providing the core infrastructure. Therefore, the States of Guernsey is seeking to commission an external consultancy to:  ·         Define the future digital environment including opportunities and threats for Government, Business and Citizens. This should include, but is not limited to: delivery of the SMART Guernsey and eGov agendas (new digital services, eHealth (telecare etc), eEducation); support to existing digital industries; developing new and emerging digital industries (cyber, FINTECH etc); and new consumer products (Video streaming, internet of things, etc).    ·         Consideration should be given to both enabling the future digital environment and ensuring it is sustainable in technical, people and cost terms.  ·         Define future (5 year (+) minimum connectivity requirement for Government, Business and Citizens.  ·         Define the connectivity requirement (above) in terms of, but not limited to: required speed (upload and download); monthly data transfer; cost; availability (by both availability rate (% uptime) and coverage (%) of population); and bundles.  ·         In defining connectivity consideration should include fixed and mobile access to both data and telephony and insight will be required in the future mix/ combination that will be used.  ·         Investigate and analyse the required mix of passive infrastructure, leased lines, managed services and system integrators in order to deliver the required minimum connectivity requirement for Government, Business and Citizens.  This should include both on-island and off-island infrastructure.  ·         Analyse and recommend options for funding the infrastructure and services to meet the minimum connectivity requirement for Government, Business and Citizens. This should include, but is not limited to: delivery by market forces; government support to industry; government subsidies to customers; government direct intervention; and the associated costs to the public purse.

The replacement of Les Beaucamps High School project has been completed and now requires a two stage review of all aspects of the project. As part of the States of Guernsey (SoG) rules and procedures, all construction projects and programmes over a value of £1 million must be subject to independent review, by an external, third party organisation. The SoG, acting by and through the Education Department, requires a Post Implementation Review (PIR) to be undertaken in two stages, in respect of this project. The formal PIR will be an essential aspect of quality control, to ensure that important information and lessons learned are logged and efficiencies can be realised in similar projects delivered by the SoG in future. The Les Beaucamps High School project, comprised the construction of a new secondary school and sport facilities including a swimming pool and the demolition of the existing buildings at a project cost of circa £36 million (Guernsey prices – 169 index points above BCIS ‘’UK - All in Tender Price Index’’). The Les Beaucamps High School project is one of the rebuilding projects in the Education Department’s Education Development Plan Programme 1 (EDP1) which is directed at the future organisation of Secondary and Tertiary Education in the Bailiwick of Guernsey (Billet d' État VII April 2001) A key objective of the EDP1 is to replace the existing facilities. The project was phased to allow the existing school to maintain in operation throughout the process.

The States of Guernsey, through Guernsey Water, are seeing contractors for the works involved in the construction, rehabilitation and in improvements to the potable, waste and surface water networks, excluding specialist renovation procedures. The work will be contracted as a Framework Contract using NEC3, encompassing Engineering and Construction Contract, Option B: Priced Contract with bill of quantities. The Contract will include Civil, Mechanical and Electrical elements for foul, surface water and potable water networks that will be carried out independently to specialist renovation procedures.  The activities involved can generally be summarised as: Foul and surface water sewer replacement Foul and surface water sewer and potable water main construction (excluding connections to the live potable water network) Manhole construction and refurbishment Pumping Station and rising main construction and refurbishment Site Investigation Dig down and repair Service diversions The framework contract will not guarantee continuity of work.  A provisional programme of works will be influenced by priority and budgetary provision.  A provisional programme of works will be determined at the commencement of each year and individual projects will be programmed according to priority and road closure requirements.  The framework contract is for 3 years and will commence in the last quarter of 2015.  With an option to extend for 3 years.
